It
is one of the main goals of the NEH to provide a fun,
safe, and competitive environment for all of its players,
coaches, and parents and we sincerely hope that everyone
has a great experience while involved with the NEH and
all its activities.
This NEH penalty guideline has been
prepared for everyone so that there is no more confusion
regarding penalties and their interpretations by the
NEH.
An NEH disciplinary board has been
established to deal with any infractions, interpretations,
and possible disciplinary action(s) if necessary that
may occur during the remainder of the season. We hope
that there will not be any further need of this board.
In the event that a situation arises and there is a
need to take further disciplinary action, the NEH disciplinary
board will conduct a thorough and extensive investigation
into the matter(s) and submit their findings to the
NEH league directors for final disposition.

|
| Minor penalties
are one minute in length for all NEH games. |
| Any player
who incurs a minor penalty must immediately go to the
penalty box as instructed by the referee without hesitation.
(In the case of a bench minor, the coach will designate
a player to serve the penalty). |
| Any player or coach who argues
a call and/or does not go immediately to the penalty box
as instructed by the referee may incur an unsportsmanlike
conduct minor penalty (along with their original penalty)
and possibly a misconduct penalty and/or game misconduct
at the discretion of the referee. (The referees have been
instructed to follow the "Zero-Tolerance Rule"
and will enforce this when necessary). |
| Upon completion
of the minor penalty, the player serving the minor penalty
may immediately be eligible to return to the game. |
| If the penalized player incurs
a minor-misconduct penalty, the penalized team must then
designate another player from their team (other than a
goaltender) to serve the minor penalty and the misconduct
penalty time does not start until the completion of the
minor penalty. |
| If a goal
is scored by the opposing team while a player is in the
penalty box serving a minor penalty, the minor penalty
will be immediately terminated and the player serving
the minor penalty is eligible to return to the game. |
| Any player who incurs four
minor penalties during one NEH game will be immediately
"dismissed" from the remainder of that game
upon receiving their fourth minor penalty (a misconduct
penalty will count as "two" minor penalties
towards this rule). If the player who does not leave the
playing surface immediately as instructed by the referee,
they may be subject to further disciplinary action by
the NEH if necessary. |
| Any team
that incurs 14 minor penalties in one game, the coach
will be subject to possible suspension from the next game. |
| Minor penalties may include
but are not limited to: tripping, hooking, holding, interference,
unsportsmanlike conduct, elbowing, roughing, slashing,
high sticking, cross checking, charging, boarding, checking
from behind, playing with a broken/illegal stick, throwing
stick (non-penalty shot situation), too many men on ice,
delaying of the game, and bench minor. |

|
| Major penalties
are three minutes in length for all NEH games. |
| Any player
who incurs a major penalty will also be automatically
assessed with a misconduct penalty or a game misconduct
penalty and "dismissed" from the remainder of
that game and all other NEH activities until further disciplinary
action has been taken (if necessary). The penalized team
must then designate another player from their team (other
than a goaltender) to serve the major penalty. |
| Any player who incurs a major
penalty and does not leave the playing surface immediately
as instructed by the referee will be subject to further
disciplinary action by the NEH. |
| Upon completion
of the major penalty, the player serving the major penalty
may immediately be eligible to return to the game. |
| If a goal is scored by the
opposing team while a player is in the penalty box serving
a major penalty, the penalty shall not be terminated and
the player must remain in the penalty box for the duration
of the major penalty. The penalized team will remain "short-handed"
until the completion of the major penalty. |
| Major penalties
may include but are not limited to: fighting, high sticking,
slashing, cross checking, spearing, butt ending, elbowing,
kneeing, leg checking, kicking, head butting, charging,
boarding, hitting after the whistle, and checking from
behind. |

|

|
| Misconduct penalties
are six minutes in length for all NEH games. |
| A misconduct
penalty will not start until any and all penalty time
from any previous infractions has been served (i.e.: if
a player incurs a minor-misconduct penalty, the misconduct
penalty will not start until the minor penalty has been
served). |
| Upon completion of a misconduct
penalty, any player serving a misconduct penalty must
wait for a stoppage of play before being allowed to leave
the penalty box and become eligible to return to the game. |
| A misconduct
penalty may be assessed along with a minor penalty (minor-misconduct
penalty) if the referee feels that the infraction warrants
a bit more severity but not a major penalty and/or a game
misconduct. |
| The team of the penalized player
shall not be penalized for a misconduct penalty and will
play at full strength while a player is serving a misconduct
penalty. (In the case of a minor-misconduct, the misconduct
penalty does not start until after the minor penalty is
served). |
| If a goal
is scored by the opposing team while a player is in the
penalty box serving a misconduct penalty, the misconduct
penalty shall not be terminated and the player must remain
in the penalty box for the duration of the misconduct
penalty. |
| Upon the referee’s discretion,
a player who incurs a misconduct penalty may (or may not)
be "dismissed" from the remainder of the game.
If the misconduct penalty occurs within the last half
of the third period (less than six minutes remaining in
regulation) and/or in the overtime period, the player
will automatically be "dismissed" from the remainder
of that game. Also, if a player incurs a second misconduct
within the same game at any time, that player will then
be immediately "dismissed" from the remainder
of that game and may be subject to further disciplinary
action by the NEH. In any case, if a player or coach incurs
a misconduct penalty and is instructed by the referee
to leave the playing surface and/or bench area, they must
do so immediately or face possible further disciplinary
action by the NEH. |
| Any player
or coach who taunts and/or uses obscene, profane, or abusive
language to any person on the ice, bench, and/or anywhere
in the rink before, during, or after the game shall incur
a misconduct penalty and possibly a game misconduct penalty
and may be subject to further disciplinary action by the
NEH for these types of infractions. |
| Any player or coach who argues
and/or intentionally bangs the boards, glass, goal, or
ice with a stick or other instrument to dispute/protest
a call shall incur an unsportsmanlike conduct minor penalty
and possibly a misconduct penalty or game misconduct penalty
for their actions. |
| During a
stoppage, any player who intentionally knocks, throws,
or shoots the puck out of reach of an official who is
attempting to retrieve it shall incur a misconduct penalty
and be automatically "dismissed" from the remainder
of that game. |
| Any player who deliberately
throws a stick or any other piece of equipment out of
the playing area at any time whether it is their own,
their teammates, and/or their opponents, they shall incur
a misconduct penalty. (If a player breaks their own stick,
drop it where you stand. Don’t try to skate with
it, don’t try to make a play with it, or don’t
even take it to your bench... Just drop it and let the
referee take care of it). |

| A game misconduct
penalty may be assessed to any player or coach who continues
their actions after a misconduct penalty has been assessed
(see MISCONDUCTS). |
| Any player
who incurs a game misconduct will be immediately "dismissed"
from the remainder of that game and all other NEH activities
and will be subject to further disciplinary action by
the NEH. |
| Any player assessed a game
misconduct penalty within the last half of the third period
(less than six minutes remaining in regulation) and/or
in the overtime period may be subject to even harsher
disciplinary action by the NEH. |
| A game misconduct
penalty may also be assessed by the referee or an "on-site"
NEH official for any infractions after a NEH game has
been completed (i.e.: while shaking hands, in the locker
room, on the rink premises, or at any other NEH activity).
These types of infractions will not be tolerated and will
be dealt with in a more severe manner!!! |
| Any player who receives more
than one game misconduct penalty during the course of
the NEH season will be subject to more harsher/progressive
disciplinary actions and possible disbarment from the
NEH. |
| Possible
suspensions for infractions that include a game misconduct
penalty are as follows:
Fighting: one game minimum
Fighting or any other game misconduct in last
half of third period, overtime, and/or after game:
two game minimum
3rd Man-into altercation (does not have to be
a fight): two game minimum
Leaving bench during altercation (does not have
to be a fight): three game minimum
High Stick/Slash or any other type of stick
incident: one game minimum
Verbal abuse (to official, player, coach, etc):
one game minimum |
| All game misconduct penalties
will be subject to review by the NEH DISCIPLINARY BOARD
and/or NEH DIRECTORS. Any player and/or coach who has
received a game misconduct penalty will be immediately
suspended from any and all NEH activities until informed
of their suspension after an investigation and/or hearing
has been concluded. The above listed possible suspensions
are the guideline minimums and any player may receive
a harsher or lesser suspension as warranted by the NEH. |

|
| Any player who
deliberately injures and/or attempts to injure a player,
coach, and/or game official shall incur a major-match
penalty. That player will be immediately "dismissed"
from the remainder of that game and all other NEH activities
and will be subject to further disciplinary action by
the NEH. |
| Any player
who comes off their bench and gets involved in an on-ice
infraction shall be assessed a major-match penalty and
immediately "dismissed" from the remainder of
that game and all other NEH activities and will be subject
to further disciplinary action by the NEH. |
| The penalized team must then
designate another player from their team (other than a
goaltender) to serve the major penalty and the rules for
serving a major penalty then apply. |
| Any coach
and/or player who behaves in a manner which is deemed
critically detrimental to the conducting of the game which
includes spitting, the use of racial/ethnic/harassing
remarks, and/or verbally threatening with physical harm
at or towards an opponent, spectator, coach, and/or game
official shall incur a gross misconduct and will be immediately
"dismissed" from the remainder of that game
and all other NEH activities and will be subject to further
disciplinary action by the NEH. |
| All match penalties and/or
gross misconducts will be subject to a review by the NEH
DISCIPLINARY BOARD and/or NEH DIRECTORS. Any player and/or
coach who has received a match penalty and/or gross misconduct
penalty will be immediately suspended from any and all
NEH activities until informed of their suspension after
an investigation and/or hearing has been concluded. |
| THESE TYPES
OF ACTIONS WILL NOT BE TOLERATED IN THE NEH AND WILL BE
DEALT WITH IN A SEVERE MANNER! |
